Background

OC was started way back in 1999 when suddenly 300 IHSS clients with healthy worker signed up in one month under the healthy worker health insurance. However, OC was soon ended because of the elimination of the public health nurse positions. In 2007 OC was restarted to deal with the increase demand from Healthy San Francisco Health Program. Group versus one to one: OC started as a group format with Cantonese speaking clients only. Clients wanted to see providers not RN. Yet, clients accepted and wanted to see RN instead of waiting for new client appointment with provider. Diagnosis are made and treatment are started more promptly. Clients with abnormal findings and results are called back to be seen sooner rather than waiting for new client appointment with a provider. It is more efficiently and timely for providers to start treatment with new clients when the blood test results available. Thus, OC expanded to all new clients. 1:1 format for English speaking and group format for Cantonese speaking. After the implementation of the electronic medical record (EMR) OC changes to 1:1 format.
